Launching two new development projects to transfer new competence and technology to strengthen the competitiveness of SMEs. Piloting new kinds of cooperation models for continuous learning in the projects and including the best of these in the operation of the learning campus.

Carrying out experiments on the utilisation of various digital, distance and virtual learning environments as part of the future services of the Jokiniemi campus and on how to connect to national and international education providers.

Building a local operating model to define the concrete competence needs of companies and to provide timely, tailor-made and targeted training. Helping companies in Vantaa to develop the skills of the existing workforce in the changing operating environment.

Building a service package and centralised service portal for inclusive innovation activities (experimental environments, innovative procurements, market dialogue, innovation competitions, development dialogue, new methods and technology, utilisation of funding). Organising the city’s innovation platforms and experimentation opportunities to support the creation and commercialisation of innovations. As part of the service, the departments will open their operations to cooperation. The aim is to support companies’ innovation activities and, at the same time, the development of the city.

Building a joint service with educational institutions as part of the operations of the future Jokiniemi campus, through which international experts can be attracted to and established in Vantaa in a more goal-oriented manner, taking into account the labour needs. 

Establishing the city’s Talent services for employers and highly-educated foreign-language speakers relating to the utilisation of international competence as part of the city’s permanent service model and service portfolio, which will be offered on the future Jokiniemi campus

Selecting three strategic focus areas (innovation/workplace plan focus areas) from the urban structure in accordance with the Vantaa Innovation Environment Analysis (2020), identifying the most potential competence, innovation and business hubs of the urban structure and profiling each focus area thematically as implementation environments for the aforementioned growth themes, taking into account the cluster work.

The education of children is the most important factor in attracting skilled international labour to Vantaa. The current amount of international education available in Vantaa does not meet the demand, and the demand for an international school will keep increasing in the future. To meet this need, a new international school will be established in Vantaa.

Measure 

Developing a new, more effective set of services to meet the supply and demand of labour through better utilisation of different forms of work and different groups (e.g. partially disabled people, part-time work, self-employment, cooperative models, platform economy). The activities focus on young people, the long-term unemployed and special groups. The service will be developed together with employers.

Launching a new kind of pilot to make language training and employment more efficient by combining them. Operating models that are found efficient will be integrated into the municipality-based employment model in accordance with the TE2024 reform.

Building a new service to support start-ups in Vantaa, relying on other start-up activities in the Helsinki Metropolitan Area. Building support for start-ups as part of cluster activities. Building a communal platform to enhance the networking, cooperation and innovation activities of Vantaa-based companies as part of the service package of the Jokiniemi campus. Helping start-ups to find affordable business premises.

Building a more comprehensive path to support young entrepreneurs. This will be achieved by starting entrepreneurship education at an earlier age together with partners, by increasing mentoring and by offering services from external partners more abundantly. Establishing a cross-administrative team for entrepreneurship education. Identifying ways to lower the threshold for becoming an entrepreneur.

Developing a goal-oriented relocation service package in Vantaa with efficient processes and effective communications and marketing. Identifying target groups and sectors to focus on in addition to existing clusters. Creating an efficient sales process for the proactive attraction of investments. Profiling areas supporting growth in knowledge-intensive jobs and securing plots of land. Learning about the private provision of plots and business premises. Enabling the provision of comprehensive solutions to relocating companies.

Launching a reputation marketing package to strengthen Vantaa’s attractiveness and recognition both domestically and internationally (companies, residents, international experts). Building a model to strengthen the uniqueness of local centres and residential areas and utilising this in marketing. Bringing together actors to plan and implement activities that boost the local strengths and characteristics of their neighbourhoods and communications about them.

Increasing the use of open urban spaces as meeting places for people and venues for events and services by developing the management, user support and marketing of the spaces. Supporting the utilisation and visibility of multiculturalism and localism by developing cooperation with active participants and various associations. Drawing up a plan for the development of the infrastructure of key urban spaces and its financing. Increasing the use of various spaces for organising events.

Renewing and summarising the vision and concept of Aviapolis as an airport city in a changed environment on the basis of scenario work completed in autumn 2022. Creating an action plan and investment programme on the basis of these and specifying the city’s own commitments. Strengthening Aviapolis in the development work as an international working environment and as a service hub as part of the city district agreement.
